Help please! 2000 Chevrolet Cavalier Base Coupe?

I need help, I drove by car and smoke coming out. I am a guy looking at my car and he said he needed a new engine. The thing is, he asks for $ 400 … Is this too expensive? How does a motor? 400 for an engine? Are U.S. dollars? (An engine is something that uses electricity to provide a momentum of rotation, a motor provides the impetus rotation with fuel) should be around 800 for the engine and another 500 to install. At least he speaks like a motor engine fan 400 is too much. A fan motor ventilation, because it is difficult to obtain, would be about right.
