Local Economic Development: Incentives And International Trends

The different types of incentives provided on the local level range from low-cost loans for small business entrepreneurs to the use of property tax abatements to lure large plants to a community. The effectiveness of development incentives varies from city to city, as attested to by the examples in this volume of cities where incentives work to boost the economy and cities in which growth management practices have been instituted.ILocal Economic Development/Ipresents current research on local strategies implemented by cities in Britain, Canada, Norway, Russia, Sweden, and the United States. By comparing the approaches used in these countries, an international cast of contributors points to the politics, problems, and successes in creating and implementing effective local economic development policy./Div

Distortions to Agricultural Incentives: A Global Perspective, 1955-200

Distortions to Agricultural Incentives: A Global Perspective, 1955-200

$39.49

The fifth and last volume in the series focuses on distortions to agricultural incentives from a global perspective. It brings together the first-ever comprehensive and consistent set of estimates of the changing extent of those distortions over the past half-century. Those estimates show when each country’s reforms began, how rapidly and completely they have progressed, how much of the improved incentives for farmers is due to reform of agricultural as compared with non-agricultural policies, which have ‘overshot’ to become agricultural protectionists like many high-income countries, and to what extent an anti-trade bias remains. Also provided are analytical narratives of the evolution of farm versus non-farm policies in each of dozens of countries, covering in aggregate around 90 percent of agricultural output and 95 percent of the world economy. Such a comprehensive coverage exposes also the different degrees to which the key agricultural product markets have been and still are distorted. The book concludes with new estimates of the effects of reforms since the early 1980s and of current policies – agricultural vs industrial – on such things as global goods markets, national economic welfare, and net farm incomes in all the major developing and high-income countries.

Distortions to Agricultural Incentives in Europe's Transition Economies[eBook]

Distortions to Agricultural Incentives in Europe’s Transition Economies[eBook]

$27.77

pThis book provides an overview of the evolution of distortions to agricultural incentives caused by price and trade policies in the economies of Eastern Europe and Central Asia (ECA) that are transitioning away from central planning. It includes country and sub-regional studies of the ten transition economies of Central and Eastern Europe that joined the European Union in 2004 or 2007, of seven other large member countries of the Commonwealth of Independent States (CIS), and of Turkey. Sectoral, trade and exchange rate policies in this region have been changed hugely since the dissolving of the Soviet Union in 1991, but much remains to be done to reduce trade barriers, and with it the anti-export bias in the policy regime of especially those countries exporting primary products. To progress reform – and to see how recent policies line up with those of the European Union (EU) – requires better information on the extent of progress during the past fifteen years and of current…

Incentives and Institutions: The Transition to a Market Economy in Rus

Incentives and Institutions: The Transition to a Market Economy in Rus

$20

pHere, for the first time, two of Russia’s leading economists provide an authoritative analysis of the transition to a democratic market economy that has taken place in Russia since 1990. Serguey Braguinsky, a Russian economist with extensive international experience, and Grigory Yavlinsky, leader of the liberal Yabloko party and a major public figure in Russia, focus on the institutions that are critical to a successful transition and the economic incentives needed to make these institutions work. Finally, they discuss in detail the specific components of the economic processes that are necessary for economic transition in general and they draw lessons that can be applied to other nations dealing with similar transitions.pIn 1989, Grigory Yavlinsky became a member of the Commission for Economic Reform and wrote the groundbreaking 500 Day Plan, which outlined the first program of transition to a market economy. Two years later, he co-wrote the program of strategic cooperation between the Soviet government and the West (known as the Grand Bargain). Here he and Serguey Braguinsky examine what went wrong with the Russian plan–and what is needed to put the economy back on the road to becoming a fully functioning market economy.pThe first section of the book presents a new interpretation of the political economy of the socialist state and the incentives and institutions that underpin it, with an emphasis on the present Russian situation. The second part deals with the political economy of spontaneous transition and the inefficiencies inherent in economies that lack the organizations and institutions that inhere in established Western democratic economies. In the final section, the authors present a program of actions to put the economic transition in Russia back on track, based on their assessment of the actual current state of both the economy and the government. Their approach is unique in emphasizing organizational evolution at the microeconomic level i@4

Managing Ethnic Conflict in Africa: Pressures and Incentives for Cooperation

Managing Ethnic Conflict in Africa: Pressures and Incentives for Cooperation

$19.11

Ethnic conflict in Africa is reaching critical levels. Governments are being toppled. National economies are collapsing. And the potential for civil unrest–even violent encounters–throughout the continent threatens to engulf not only Africa, but much of the world. Africa’s salvation depends on the development and implementation of effective institutions of ethnic conflict management. In this book, Donald Rothchild analyzes the successes and failures of attempts at conflict resolution in different African countries and offers comprehensive ideas for successful mediation. To provide a clear picture of the current situation, Rothchild traces Africa’s ethnic unrest back to its beginnings during the period of colonial rule, through the post-independence era, when governments built the institutions of government control and consolidated power; and into its more recent period when it is possible to discern greater democratic governance. Managing Ethnic Conflict in Africa demonstrates how negotiation and mediation can promote conflict resolution and a political environment that fosters economic development. It offers a compelling case for the use of both political incentives (power sharing, elections, and fiscal programs) and a variety of actions (including principles of inclusiveness, coercion, and punishment) to support reconciliation. This " carrot and stick" approach can be employed by a state to promote increased political bargaining while maintaining stability, and by outside intermediaries to cope with conflict brought on by the breakdown of domestic regimes.
